A Brief Introduction of Electric Reliability
Management Center,CEC


Ⅰ.Background of Founding

Early in the late 1970s the electric power operators in China realized the importance of electric reliability and launched a lead-time study on electric reliability which includes:

·Collection of worldwide information concerning electric reliability to broaden up our horizon
·Carrying out pilot projects in specific power enterprises to achieve experience
·To launch technical popularization and staff training on electric reliability management as ways planned

Through successful lead-time efforts ,the Electricity Reliability Management Center (ERMC) under the former Ministry of Water Resources &Electric Power ,the competent authority at that time ,was established to undertake electric reliability management in January 1985. The Center has changed her names several times following the structure changes of power industry in China (from Ministry of Energy to Ministry of Electric power ,then to the State Power Corporation) .The electric reliability management has been formally incorporated in power industry management since 1999 ,with the name of Electric Reliability Management Center under China Electricity Council.

Ⅱ.Main Responsibilities

  1. To formulate the nation's reliability management standards ,rules and related regulations.
  2. Responsible for the collection , statistics , analysis and filing of electric reliability information ; to compile and improve the unified power reliability coding ,the statistics and evaluation regulations and the associated software for reliability information management system ,and to establish the integrated reliability information management system in power industry; to promulgate the electric reliability indices periodically all over the country ; to provide consulting and index service of electric reliability information for planning ,design ,manufacturing ,construction and sectors .
  3. Responsible for supervising reliability operation ,and analyzing the impact of planning ,design ,manufacturing ,and operation on reliability of electric production and operation ; to provide suggestions and precautions for improving reliability.
  4. To formulate the reliability standards for newly commissioning power plants ,substation ,etc; to participate in reliability evaluation for power generation , supply facilities , and to formulate standards on "both safe &civilized production reaching the standard", inspection &acceptance ,reviewing of power enterprise' performance.
  5. To expand reliability management into the fields of construction , planning , etc.
  6. To organize reliability academic activities in power sector ,promote reliability management technical level ; push forward mutually exchange of experience and personnel training in timing ; to review and issue certificates to engineers specialized in reliability .
  7. To launch reliability evaluation in timing for utilities .
  8. To pronote international technological exchange and cooperation .
  9. To provide service to utilities ,and fulfill all tasks assigned by the committee.
  10. To fuifill the assigned responsibilities listed above ,ERMC has set up information management and indices system , formulate statistical and evaluation , regulations and associated computer software for power generation units , thermal power accessories , transmission and substation and facilities and urban electricity service . In the database , which includes nationwide operational reliability data for large and medium sized thermal power unites of 100MW and above capacity , hydropower units of 40MW and above capacity ,major auxiliary units of the mal power units of 200MW and above capacity ,major transmission and substation facilities of 220KW and above voltage levels , and reliability data for power customers in large and medium cities all over the country .The corresponding reliability management system has gradually been established and improved in power enterprises on different levels .

Ⅲ. Organizatin Structure of ERMC

The Electric Reliability Management Center implements director responsibility system ,and consists of three divisions with different responsibilities as follows:

Comprehensive Information division "

  1. To participate in compiling and formulating electric reliability regulations for power generation ,transmission and supply .
  2. Responsible for developing software of the electric reliability information management system to match with these regulations ,and to supervise their normal implementation .
  3. Responsible for collecting ,summarizing and evaluating reliability statistical data submitted by utilities ,and to sort out ,check ,and feedback reliability data .
  4. To publish the briefings of electric reliability management .
  5. To participate in the promulgation of electric reliability index all over the country annually.
  6. To provide data for annual reliability reports and manuals for large generating units.
  7. To provide data for annual reliability reports and manuals for large generating units .
  8. Responsible for constructing and maintaining local area network(LAN) in ERMC.
  9. To work out the scheme of anti -virus for LAN and computer of EMRC, and supervise their execution .
  10. To amend and push forward the statistical coding of reliability for power facilities .
  11. To participate in formulating reliability criteria .
  12. To organize the national conference on electric reliability management .
  13. To assist related divisions to carry out investigation and research .
  14. To draw working plan and summary , and to administrate internal affairs (such as documentation ,assets ,financial management ,guest reception ,etc.)
  15. responsible for foreign liaison .

Power Generation Division

  1. To formulating the regulations of reliability evaluation for generation facilities ,and to update the associated coding .
  2. Responsible for release and popularization <The Regulation of Reliability Evaluation for Generation Facilities >and associated training ; to supervise and check its performance ,and to put forward the disposal opinions on solving existing problems.
  3. To verify and analyze the reliability data of generation ,and to diagnose the veracity and completeness of these data ; to carry out critical analysis and checking for the data problems emerged , and to put forward the special report and suggestions for improving reliability .
  4. To organize the special researches on generating on generating reliability , and evaluate generating equipment reliability .
  5. To publish <Large Power Unit Handbook> and the related briefings .
  6. To organize exchange of experience and conference on generating reliability .
  7. Responsible for the training of generating reliability ,and to review and issue the engineer certificates of reliability management .
  8. To organize the international exchange activity on generating reliability .
  9. To work out the associated generating reliability criteria.
  10. To expand generating reliability management into the filed of construction , design ,planning ,etc.
  11. To participate in the developing and updating computer software of generating reliability information management system.
  12. To strengthen the relationship with generating utilities ,and provide a good service .
  13. Based on the completion of reliability statistical analysis of five kinds of auxiliary equipments ,to further expand reliability statistical analysis to more auxiliary equipment.

Power Supply Division

  1. Responsible for compilation of reliability evaluation regulations and detailed executing stipulations for transmission and substation facilities , and customer service ; to check the execution , to investigate the problems and work out corresponding solutions.
  2. To work out and push the software and coding associated with the regulation mentioned above.
  3. To make special analysis and key studies to the existing problems in reliability data of electricity supply and put forward the suggestions or advices for improving reliability management .
  4. To organize electric reliability conference and experience exchange on associated fields to improve reliability management .
  5. To organize compiling reliability criteria .
  6. To expand reliability management of electricity statistics, and its evaluation .
  7. To compile regulation of DC transmission reliability statistics ,and its evaluation
  8. Responsible for extending reliability statistical evaluation of electricity supply from high or medium voltage customers to low -voltage customers.
  9. Responsible for compilation of the regulation of reliability statistical evaluation for power network , and to open up statistics all over the country in timing.
  10. Responsible for editing and publishing the annual report of electric reliability management and the briefings of associated specialties .
  11. To put forward the related technical topics , and organize academic activities of electric reliability , be responsible for personnel training , to review and issue the engineer certificates .
  12. To organize international exchange of electricity supply reliability.
  13. To strengthen the relationship with power supple utilities , and provide a good service.
  14. To make reliability evaluation to power supply utilities in timing..

Ⅳ. Organizational Structure of the nation's Reliability Management Network

Up to mow , electric reliability management has proliferated widely through the whole country .A national electric reliability management network is basically formed with its structure shown in following diagram .

The nationwide electric reliability management is under unified leadership of Electric Reliability Management center ,implementing hierarchical management by different levels namely Center ,Power Groups ,Provincial (Regional of Municipal) power companies , power plant and power companies , power plant and power supply bureaus.

Ⅴ.Main Indices of Electric Reliability Management

.Reliability indexes for power plants including Equivalent Availability Factor EAF , unplanned Outage Rate UOR , Forced Outage Rate FOR , Mean Time Between Failures MTBF.

.Reliability indexes for transmission and substation facilities including availability factor AF , unplanned outage rate UOR .

.Reliability indices for urban electricity supply including customer's selectricity service reliability RS , customer interruption units etc . in the forms of annual reports or buiefings , which are taken as the basis to evaluate power industry management performance

The above indices are publicized to society every year to achieve common understanding and supervision
