Providing service is the main mission of China Electricity Council. Entrusted by the government, CEC commits itself to serving the government and the society, enforcing industrial management to serve the whole power sector in accordance with the industrial rules and regulations, and undertaking consulting service at the request of its members. At present the Council has 1440 members, 10 classified branches and 9 specialty committees. Entrusted by the State-owned Assets Supervision and Administration Commission of the State Council and other related government bodies, China Electricity Council also takes over the administration of 6 nation-wide specialty societies. 30 power industry associations at provincial, Autonomous Region and Municipality level are the Council Members of CEC. A fully functioning, coordinately operating, mutual beneficial, systematic and orderly service network covering the whole power sector has been basically structured.

　　Since the founding of China Electricity Council, under the guidance of the government bodies concerned, with the support from all members, a great deal of work has been done by CEC in execution of government’s macro control over the power industry, in pushing the enterprises into the market and in safeguarding the legal rights and interests of its members and all enterprises in the power sector, thus bridging the government and enterprises. Also above work has been done based on the demands of restructuring and developing of the power industry and practical condition of power construction, production and operation.

　　At the request of the socialist market economy, the restructuring of the power industry management system is continuously deepened. The government function has been separated from the power enterprises. A new structure of power industry management system featured by macro control from the government, self operation by the enterprises and self regulation by the industry associations has been formed.

　　Along with the further deepening of reform in power industry and by continuously improving and perfecting its function of management and services, CEC will go on carrying out Deng Xiaoping Theory and important thoughts of “three represents” and insisting the scientific viewpoint of development. The aim of China Electricity Council is performing as a society and industry representative, just, and modern industry association with service-oriented functions, inter-discipline talents, trans-regional network and high operating efficiency, thus to contribute more to the development of the power industry in China.
