China Hydropower Engineering Consulting Group Corporation set up at the end of 2002 with the approval of the State Council had restructured seven research institutes of investigation and design (Beijing, East China, Northwest, Midsouth, Chengdu, Guiyang, Kunming institutes) and China Water Resources and Hydropower Construction Engineering Consulting Company that are the wholly-owned subsidiaries under the direct jurisdiction of the Group Corporation, as well as the Hydropower and Water Resources Planning and Design Institute. Through integration of internal resources, readjustment of industrial structure, transformation of operating mechanism, creation of enterprise culture, the reorganized Group Corporation, aiming at serving governments, owners, enterprises and personal and taking science, independence, being objective, fairness, reliability and reputation as a principle, makes itself a world first-class designing and consulting enterprise of group-management, joint stock system, business diversification and modern science-technology type.
　　The Group Corporation‘s registered capital is tentatively fixed at 510 million yuan (RMB).
　　The Group Corporation is under the charge of the central competent department. It exercises a system of
president responsibility. Its assets management and relevant financial relationship is independently registered. Pursuant to the stipulations of the Interim Regulations Concerning Board of Supervisors to state-owned Enterprises, the State Council appoints a board of supervisors for major state-owned enterprises to supervise the value maintaining and adding of its state-owned assets.
　　With the consent of the State Council, the Group Corporation shall exercise capital contributor‘s rights to the state-owned assets and stock rights formed by the state investment and owned by the Group Corporation and it shall perform operation, management and supervision by law and undertake corresponding responsibilities for the value maintaining and adding. All resources and operational conditions needed by the Group Corporation to complete the State tasks, being within the scope of the State unified-appropriation, shall be independently listed in the relevant plan of the State and uniformly organized to implement by the Group Corporation.
　　The Group Corporation‘s leading body and leadership are administered by the central authority. The leading body is composed of one president, Mr. Li Jugen, three vice-presidents, Mr. Yan Zhiyong, Mr. Dong Chengyin, Mr. Wang Minghao, one chief engineer, Mr. Wang Bole.
　　At present, the Group Corporation‘s staff numbers 10,653 persons, in which 1 member of the Chinese Academy of Engineering, 5 national design masters, 1 national survey master, 129 persons enjoying special government subsidy, 5 young specialists with outstanding contribution to management in science and technology, 395 senior engineers (in professorship), 2433 senior engineers, 2690 engineers.
